With approximately $20 million invested and 5,133 decoys delivered, Ukrainian forces report almost 3,000 decoys have been destroyed in the place of real military assets, using up almost 8,500 Russian missiles and munitions worth an estimated $766 million.

The program has preserved an estimated $11.3 billion in Ukrainian military equipment, producing a documented primary return on investment of $11.4 billion and an estimated 976x total return when secondary effects are included.

And beyond military equipment, the decoy program has saved lives and prevented casualties — over 8,600, including 5,834 military personnel and approximately 2,811 civilians. The decoys have also protected an estimated 83 air defense missile systems, preventing an estimated $8 billion in damage to civilian infrastructure, including energy infrastructure, hospitals, schools, and other critical services.

Our flagship activity in Ukraine is an ongoing large-scale decoy program that helps defeat Russian targeting. Other Spirit of America assistance includes support for the Ukraine Territorial Network, unmanned aerial systems initiatives, force protection capabilities, support to elite units, medical training, logistics, and other specialized programs that address urgent operational needs. By rapidly identifying and filling critical gaps, we help Ukrainian defenders resist a brutal invasion, liberate occupied territory, and save thousands of lives.
